want to have homepage AND have it so that people can download files

I'm running Windows XP and already have designed a page using an HTML editor. Using MyWebServer, I cannot figure out a way that i can have my homepage posted when the URL is entered, as well as have a download page somewhere on the site. I want my homepage showing, but i also want it so that people can download things from my site. Is there a hyperlink i can post on my homepage to go to a download directory?- if so what is it?
