Failure to Connect to Web Server, Every time

Ok, I'm not exactly sure how to get around this. Every time I try and configure the server, or anything else for that matter, I get a "Failure to connect to web server" message. I set up the password and all, but that's as far as I can get. Can anyone PLEASE help with this.
