Proxy connections and FTP servers

I have two quesitons for anyone out there that can help me, please:
1. I am connected to the internet firstly through a firewall and secondly via a proxy server. I am unable to get into the configure menu for mywebserver. How can I configure this all to work for me?
2. I have a second machine in another location that is working fine (no firewall or proxy), but I want to run an FTP server. Any suggestions on how please?
