To publish you web you have to have a web server. That is a computer that will be connected to the web in order fer people to view your wesite. Your must also know HTML( Hyper text markup language). You will use HTML to write the contents of your website 'cause the browser will read any thing written in HTML. If you like you can include pictures in your webpage.
But I advise you to get some good books on web page development. There are many in you local library.
