You can do it in one of the following ways

1. Get a constant internet connection and
a registered domain name. Tell your ISP to
foreward all traffic for that domain to your
computer.

2. get a static IP address and use it for
your URL.

3. If you have a Dynamic IP address use
a free web site provided by your
Internet Service Provider to give you a
constant named address and url. Then use
MyWebServers built in Dynamic DNS Service
to maintain a page on your free web site
that points to MyWebServer running on your computer.

4. Use a Dynamic Addressing Service like
ICQ or DYNDNS to give you a constant URL
for your constantly changing Dynamic IP Address.
